The primary stakeholders include nurses, patients, and families who benefit from improved care quality. Hospitals, insurance companies, and regulatory agencies that need to ensure compliance are secondary stakeholders. Advocacy organizations like the National Nurses United (NNU) and the American Nurses Association (ANA) greatly contribute significantly to promoting this policy (Scott, & Scott. 2021). Affected by the policy are such vulnerable groups as intensive care unit patients, who need more intense observation, and low-income communities, where there is generally a shortage of nurses that leaves holes in the care.
